MESSAGE TO OUR BROTHERS IN THE STRUGGLE

Good Afternoon Niger Deltans. The liberation of the Niger delta people has taken a new swing with the daily emergence of new groups all over the region. The avengers are calling on all groups in the region to be strong and resolute as it is obvious that God is on our side.
The groups are much now both real and unreal but if you really fighting for the liberation of the Niger delta people. The high command of the avengers is calling on you not to attack any soldier and those claiming to have anti aircraft missiles should deist from targeting any aircraft.
Let us be careful not offend God in the process of trying to liberate our people from the shackles of the Nigerian government because we need God more than anything right now. We also need the international communities as well. Hence, we must desist from any life threatening actions that will derail our genuine struggle for our people.
All groups are hereby discouraged from indulging in harassing oil workers and soldiers. We urge you all to help any oil workers or soldiers you see in distress.
The military warplanes hovering round our towns and villages have not strike a soul or destroy any property, so those groups with anti aircraft missiles should dry their gunpowder.
When it is time to engage the military in combat the whole world will know they started the war not the Avengers. The Niger delta avengers high command will pass the message round that its time to engage on gun battle when the time comes. So far, we have not engaged the Nigeria military in combat; despite the heavy presence of military on the pipelines. we still find way to carry out our actions without attacking soldiers. The avengers will deal with any group that refuses and attack military.
The high command is calling on all groups in Rivers, Ondo, Delta, Bayelsa, Cross River, and Akwa Ibom to not indulge in any act of kidnapping and attacking of soldiers. The war is on oil installations; “Operation On Flow of Oil”
God is our strength; he is going to see the people of Niger delta through.

Following assassination threat the Niger Delta Avengers issued to the genocidist-Muhammadu Buhari over Radio Biafra days ago if he dares to enter Ogoni land, which eventually led to the cancellation of the scheduled visit, the group has once more stated their conditions for cease fire yesterday in their call to Radio Biafra on friday evening the 3rd of June, 2016.

The thunderous voice introduced himself as the Vicar's machine gun of the Niger Delta Avengers. In his words he said the following
‘’God bless the rising sun, Biafra. This is what we want to tell the zoo( Nigerian) president-Muhammadu Buhari, the avengers is demanding for an immediate release of mazi Nnamdi Kanu. I want to tell you that we are not blood suckers like you and your cabinet-Rochas Okorocha and the lost governor of Anambra state Willie Obiano, because Biafran government respect human life. Your focus on destruction of human life is condemnable...listen to me I, Vicar's Machine gun....Buhari we the NDA will bring down the zoo(Nigeria) economically to her knees and there is nothing the british or American government will do to us because if they try us, we promise to visit them unexpectedly. 

"May God punish the queen of England for trying to take away what God blessed us with. They call us criminals, but who are they? Are they not the real criminals trying to take away what does not belong to them? What are they trying to prove? Are they trying to prove to the whole world that they are the right people and we the owners of the resources are the wrong people. We have 500, 000 missiles to release in case anything happens to our people in your prisons. Your closed door meeting with Obasanjo is not our business and if he think he can repeat what he did in our land back then again, I promise him that we will release just 10 missiles for him. We do not want any amnesty programme again and if any elder come to us with the amnesty programme, I assure you that you and your generation will regret it. 
"The world should listen to us now than later because this is war and it is arriving soon. If any country tries to support or help Nigeria, we will strike and strike and strike. We are warning them to stay away and release our leader and other people they are holding hostage. Buhari if you are fighting corruption, start from Babangida, Atiku and the rest...Buhari Stop focusing on Abacha's loot because he is no more. Warning! there should be no direct negotiation with Buhari by Britain. If you want to negotiate, first of all release our leader, and also release the school fees of our brothers trapped abroad. Release also Ben Onwuka of BZM and you must stop insulting our brother Goodluck Ebele Jonathan and stop arresting his aides. 

"You should fight corruption with IBB....all we want is for you to release all the political prisoners in your custody, because what you are doing is witch hunting. Stop selective treatment. You are going after Deziani Madueke and people from Biafra land, but what of Umaru Dikko and other northern criminals?....why have you not arrested them? Let there be probe in Agatu, Gbaramatu, Enugu killings and the rest....Why not probe all these killings or are you not a human being? From your statement you hate Biafrans and you can never like us no matter how hard you try. In conclusion probe Lamido Sanusi of the missing funds and the money you(Buhari) stole from PTF. If you try anything funny i promise you that I, the Vicar's machine gun will personally send missiles to Aso Rock, we know where your children and family are.


It can be recalled that there are recent rumors of the Nigeria Government’s plan to send  the former president, Goodluck Jonathan to negotiate with the NDA. Their call yesterday was to make it clear that no negotiation of any sort will take place if Nnamdi Kanu is not released.

Still on their call, they warned, ‘’We have about 500,000 missiles ready to fire incase the federal government wants to try any nonsense, we are ready for them. We have missiles to send to Aso rock, we have all it takes to shut down the Nigerian telecommunication and they cannot communicate, we also can down any flying object they might try to send. We are ready for them. To all the South East governors and leaders, their days are near, our eyes are on them and even on their families, we know where their children are, we know the schools they attend. Willie Obiano, Ngige, Rochas, their days are numbered.
God punish the Queen of England, God punish Britain, God bless Russia, God bless Israel, God bless all the friends of Biafra. Thank you’’.

His voice thundered like it was coming from the sky at midnight. Buhari by now should realise we are not joking. He should release Nnamdi Kanu or the zoo called Nigeria must fall!

Breaking: Niger Delta group vows to bomb Aso Rock, National Assembly, NNPC, others
Niger Delta group, the Joint Niger Delta Liberation Force, on Monday reiterated its decision to unleash six missiles on the country.
The missiles, according to the JNDLF last week, would be released on Tuesday (tomorrow).
In a statement on Monday, the group named its targets, advising those occupying the buildings to vacate them.
Top on the list of the target of the militants, according to the statement, are the Presidential Villa in Abuja; the headquarters of the Department of State Services, also in Abuja; the Defence Headquarters, Abuja; National Assembly, Abuja; and the Nigerian National Petroleum Corporation Towers, Abuja.
Others include the Police Headquarters in Abuja; Central Bank of Nigeria; headquarters of some multinational oil companies; and the Supreme Court and Court of Appeal headquarters.
The statement, signed by General Akotebe Darikoro, Commander, General Duties; General Torunanaowei Latei, Creeks Network Coordinator; General Agbakakuro Owei-Tauro, Pipelines Bleeding Expert; and General Pulokiri Ebiladei, Intelligence Bureau, said the decision to notify the occupants of the buildings to vacate them was because the aim of their struggle was not to destroy lives.
The statement, unedited, reads in full:
“In our final meeting it was resolved that the Nigerian Communication Satellite Orbit should be shut down so that it will avoid the cause of
electronic radiation to human lives.
“Also, the followings occupants of these buildings should as a matter of urgency vacate in them immediately IN THEIR OWN INTEREST to save their lives because our fight is not for ANY HUMAN BLOOD but to destroy all those infrastructures that were built with our oil and gas monies in this country. We will make federal government and oil companies to suffer as they have made the people of Niger Delta region suffers over the years from environmental degradation, and environmental pollution.

“We shall fire these Missiles’ simultaneously at the night, as this will enable every Nigerians to see the movement of the MISSILES and equally to believe us of our seriousness attached to the final breakup as predicted by the United States of America (USA).
“We equally advise the Diplomatic Community to be neutral on this issue as wrong comments against us will be seen as saboteurs. Where they are staying presently will not be affected which is not part of our targeted areas of destruction in the country.
“We shall embarrass the self acclaimed Nigerian Air Force with their recent deployment of fighter aircraft, helicopter gunship and surveillance aircraft when at this digital age, countries are talking about Missile development, and they still condescend so low of their present obsolete equipment. This is sad indeed!”
“Note, we are going to destroy the ones they have deployed to Escravos, Forcados in Delta State; Bonga oil field, Agbami offshore and Brass in Bayelsa; Bony in Rivers; Qua Iboe Terminal in Akwa Ibom State, and Opuekeba in Ondo State if they fails to remove them before time. Our crack team has taken inventory of their equipments. Even the present suffering from a rare ear disease known as Meniere’s disease by President Muhammadu Buhari will not win any sympathy to save our action against the federal government.
The name Nigeria as a country will come to an end this week.
“The so called military operations code named ‘OPERATION PULO SHIELD’ in the Niger Delta region who our partners in the oil bunkering activities, because presently without been told the former JTF Commander, Major-General Emmanuel Atewe who was arrested by the EFCC last week over pipelines surveillance contract amounts to N8.2 billion in the region, is an eye opener to the federal government that the military are fully involved in illegal bunkering in the area.
They only destroy those who could not afford their bidding and further lobby to come to the Niger Delta region because of what they are gaining from the area.
“Imagine, an Army private’s and corporals from the North could build business plaza of 3 storeys with several estate and other buildings including exotic cars to the detriment of the region? The Pharaoh of Nigeria (Buhari) should take the counsel of sycophants and jesters around him of the region especially Mr.

The founder of the Niger Delta Ex-Agitators, Israel Akpodoro, is a dead man and that he should not hide for linking former President, Goodluck Jonathan and Governor Seriake Dickson with the Avengers. We are not in ANY community, the Military can’t locate Tompolo but we have identified where he is now.
“Presently, Tompolo is in Libya and we’ll get him dead or alive for betraying us in supporting the federal government against us.
“Nigerian Military has weak intelligence gathering mechanism hence they could not identify our modu oparandi. Nigerian military is only good in carrying AK47 to harass innocent people and raping young girls and women.
“If the oil companies especially Shell and Chevron spents billions of naira to only undertake repairs of damaged oil and gas pipelines in the region, when such funds were better channeled for the payments of Bonga oil spill in 2011 and Chevron gas explosion in Koluama, Bayelsa state in 2012 would have saved them from these bombing and their present predicament would have been a thing of the past. Since they don’t want to hear, we’ll continue to break the pipelines until they do the needful for our old parents at home because that is the only language the companies and federal government hears in the company.

A new armed militant group in Nigeria’s Niger Delta, “The Niger Delta Avengers” today destroyed the main pipeline supplying gas that provides electricity to the Escravos tank farm in Delta state owned by Chevron.
In a tweet sent from its account on Twitter, the group said the latest action was carried out after Chevron ignored its May 12 warning not to fix a major crude pipeline blown up by the group early in the month. The group did not disclose if the latest attack led to human casualties.”

This attack is coming less than 24 hours after the Appeal Court in Abuja declined Nnamdi Kanu’s bail application. The unconditional release of the Biafran leader, Kanu is one of the key demands of the militant group in their 14 day ultimatum which expires today.

Nigeria doesn’t need bailouts; it needs to change its governance.
Nigeria, Africa’s most populous country with 180 million people, and its largest economy with a US$1.1 trillion GDP, is imploding: Insurrections by Boko Haram and others; sectarian butchery where the country’s Muslim north meets its Christian south; corruption so rampant it ranks as the country’s second-largest industry; and plummeting oil production are making the country ungovernable.
This resource-rich former British colony — until recently Africa’s largest oil exporter — is now racking up deficits, and negotiating multi-billion dollar bailouts through agencies such as the World Bank.
But bailouts from rich countries won’t cure Nigeria’s dysfunctions. This immense country is artificial, a forced union of three major and hundreds of minor ethnic groups speaking different languages, observing different legal codes and loyal to different tribal groups. Nigeria’s cure will start when the ahistorical boundary cavalierly drawn on a map by Britain’s colonial masters dissolves. The more coherent constituent nations to emerge — composed largely of the Igbo in the southeast, the Yoruba in 
the southwest and the Hausa and Fulani in the north — would be less burdened by the many rivalries that now hobble the central government, and better positioned to govern themselves.
A first attempt at that necessary dissolution occurred in 1967, seven years after Britain gave Nigeria its independence, when the Igbo and related tribes of its oil-producing southeast broke away to form the Republic of Biafra. This nascent black African Christian republic, with a population of 14 million in an area larger than Ireland, was soon officially recognized by other black nations in Africa as well as Haiti in North America, and was unofficially supported by France, Spain, Norway, Israel and other Western nations, along with the Vatican and various Catholic organizations such as U.S. Catholic Relief Services. Biafrans, who had a culture of village democracy, tended to be skilled, entrepreneurial, relatively prosperous and relatively literate. The Republic of Biafra had the international legitimacy, the human capital and the resource wealth to be viable.
But the support that came from its sympathizers was almost entirely moral, forcing Biafra and its initial 3,000-man army to manufacture most of its own arms in a civil war against the Nigerian army, which was armed by the United Kingdom and the Soviet Union. Some two to three million perished in the two-and-a-half years that Biafrans held out against their better armed, more numerous enemy, before surrendering and reintegrating into Nigeria.
Nigeria since the Biafran War saw waves of military coups and repression. It stayed intact only because its oil revenues enabled the central government to finance its military and to buy off rebel insurgents. With oil revenues down, the central government reduced the payouts to tens of thousands of militants by 70 per cent, leading to widespread upset. In recent weeks, a new pro-Biafran militant group demanding sovereignty, the Niger Delta Avengers (NDA), has attacked the country’s oil infrastructure, almost halving Nigeria’s oil production to 1.4 million barrels a day. “Our goal is to cripple Nigeria’s economy,” NDA vowed, and it is making good on its vow. Among its successes:  blowing up two Chevron export terminals and an underwater pipeline that forced Royal Dutch Shell to shut a terminal handling 250,000 barrels of oil a day.
The Nigerian military not only needs to contain popular unrest in the Biafra region — the local press reports 53 killed in a “Biafra bloodbath” on Monday during a march commemorating the anniversary of Biafran independence — it also needs to contend with Boko Haram, which aims to establish a caliphate in the Muslim north-east. But Nigerian forces are dispirited and ineffectual, short of ammunition, poorly trained and poorly paid.  
Even if World Bank financing comes through, the loans won’t do much for an economy in shambles. The national currency has depreciated 70 per cent in the last year, leading to high inflation; government workers in 26 of the country’s 36 states haven’t received their monthly salary for months; and severe gasoline shortages led the government to end price controls, causing a 67 per cent hike in prices at the pump.

Nigeria doesn’t need cash; it needs good governance, which is likelier to occur if the Igbo rule themselves in the southeast, the Yoruba in the southwest and the Hausa and Fulani in the north. The West blew it a half-century ago when the Igbos attempted to achieve self-determination by establishing the Republic of Biafra. We may soon see a reprise of that civil war. How the West responds will determine whether the nation states within Nigeria achieve self-determination, or whether Nigeria, like Libya and Somalia, becomes another failed state.

The Joint Revolutionary Council (JRC) which is the highest organ of all the freedom fighting body has finally endorsed the followings: “1. After extensive and exhaustive deliberation by all Commanders of various groups in Yenagoa, the heart of the Niger Delta struggle met last night and as part of our mission, we are going to test six (6) of our MISSILES in the region. This is to show the federal government of our readiness of the American prediction. “2. There should be NO any form of helicopter to fly around in the region as we will not guarantee the safety of such object.

I have been reading through Anti-Pipeline destruction writeups from several Nigerians and payed much attention to the sources of those writeups. I found out that,95% of those against the actions of Niger-Delta Avengers freedom Fighters,are from Hausa/Fulani and Yoruba. Then, it became clear to me that, indeed Hausa/Fulani and Yorubas, own and are in control of 95% of Crude Oil Blocks in BiafraLand.
No wonder it hits them so hard.. It is so painful to state that, there are thousands of Pipelines that transports Crude Oil from all regions in BiafraLand ,via underground channels to the North and YorubaLand, whilst its made unavailable and expensive for the true owners. The owners of this Crude Oil are subjected to extreme and perpetual poverty, meanwhile the Thieves and Looters from Hausa/Fulani and Yoruba, are busy making billions of Dollars and becoming Oil Tycoons.

So heart piercing to know that, there is no individual from any Crude Oil producing regions in BiafraLand, is placed as an Oil tycoon. They steal Crude Oil from BiafraLand and make us Pipeline Security, to secure pipelines transporting Oil from our Land, to the North and YorubaLand. No wonder, a Jigawa Man can shamefully and publicly state that, Crude Oil belongs to Jigawa.
Kano, Kaduna and some other Northern States, have GOLD MINES, but the Solid Mineral called Gold, is not regarded as National Cake and has been isolated from South-East and the so called South-South. The Northerners would never allow anyone to cross their border and take what belongs to them, but they are deploying soldiers to Bayelsa State, another to forcefully Retain, Steal and Take what does not belong to them. But, this time, is to their own detriment, as we say; ENOUGH IS ENOUGH.

Ijaw Youth Council regrets fall  of Biafra, beg Igbos over parents’ role in civil war
Ijaw Youths have publicly denounced the roletheir parents played against the Igbos in the Nigeria/Biafra Civil War of 1967/70. They, however pleaded for forgiveness, saying if the level of awareness and information technology available today were in the country then the Ijaw would have supported the Biafra’s course.
Addressing the Ohanaeze Youth Council’s (OYC’s) submit, held in Owerri, the Imo State capital, the President of Ijaw Youth Council, Comrade Udengs Eradiri, said the Niger Delta erred for not supporting the Biafra’s course, and heaped the blame on lack of awareness and misinformation.
He said, “If we had the type of awareness and information technology we have today, then, we would have stood firmly with Biafra to win the war, but we are working hard to resolve the issue,” he stated. Comrade Eradiri expressed happiness that notwithstanding their role in the civil war, “Ndigbo voted overwhelmingly for their son, President Goodluck Ebele Jonathan, in 2011 and since then the zone has been supporting his administration.”
He pointed out that Ijaw youths were pleased with their show of love and solidarity, and pledged that Niger Delta youths would support Ndigbo “when it is their turn to produce the next president of the country.” He lamented that the issue of injustice that led to the civil war “is still the same issue bedeviling the country today,” and asked for concerted efforts to address the issues, noting that Nigeria must not be allowed to break up.

I must first of us duff my cap for Niger Delta Avengers, despite the fact I have a case with them, I cannot stop loving, cherishing and honoring them. Niger Delta Avengers is the reason I can now sleep without thought of endless subjugation. They have given us a sense of pride and reminded the world that we are Biafrans, the linage of David and Samson. I cannot stop loving other fighters, Ben and others, different groups with one mission. 
    
Avengers chose not to confront soldiers; their bloodless campaign is mesmerizing, saying and doing, moving without encumbrances. Despite the heavy military presence, activities are going on like no security is stationed. They are another violent but like Nnamdi Kanu, taking out everything but respecting human life. We are Biafrans and we forbid bloodshed, the beauty of life is live and why must mortals take what they can’t give?
    
However, that is my case with Avengers, had they opted to killing soldiers, no soldier would remain in Biafra land. There won’t be soldiers to kill over 30 innocent Biafrans and neither will there be soldiers to molest residents of Gbaramatu. There won’t be soldiers to kidnap our royal father and there won’t be soldiers to chase our people away. This genocide going on in Biafra land won’t be going on because soldiers will be gone or on the run. That is why I had the greatest joy when soldiers were raided and killed in their house-boat by other fighters. Killing these shameless soldiers is an act of defense and not bloodshed.


I will be logical here, these hopeless Nigerian soldiers invaded our land, whisked away our traditional ruler. They invaded Gbaramatu and killed innocent citizens; they arrested innocent citizens and placed them under torture in the name of being militants. Reports had it that soldiers stole pot of soup and molested residents for no just cause. What kind of act is that, when a group as armed as they are confronts them, it is highly justified, they the soldiers find strength in unarmed people and the attack against them is a relief?
    

On 30th of May last year, another phase of genocide came into play; they have sustained the murder of peaceful and unarmed Biafrans showing their displeasure in a most civil way. They shoot at sight, like our lives are worthless, they force us to disappear, they molest us, they arrest us, they use chemical weapon against us and shoot us at random on praying grounds. They cause us grief and cause us pains; they make us widows and widowers. They make us orphans and suffer us and make life unbearable for us. Why spare them or is attack on such soldiers not justice?
They incarcerated the leader of Indigenous People of Biafra despite court orders, what defense is therein, how could you condemn raid on worthless soldiers? Soldiers without any atom of pride, soldiers that shoot unarmed men and fall before armed counterparts. I humbly solicit that there may be understanding of what we are passing through. Destruction of pipelines gives us fortitude to endure but killing of Nigerian Soldiers give us a sense of justice.
    
We have graduated from being militants that fought for resource control and amnesty to freedom fighters fighting for sovereignty of old Eastern region (Biafra). This is the greatest decision and improvement that deserves praise. Freedom fighting is different from militancy and this is why everything goes for that very cause. 
    
There are different people and fighters in this quest and everybody must be accommodated, hence you are not working against Biafra, you are working for Biafra. Everybody must not go with one style; we respect Avengers for their bloodless war. We are not calling for blood but let it be on your mind that blood is flowing and making an ocean. The question is whose blood is flowing and who is causing the flow.
    
Finally, I must confess how amazing you have been, I can now boast to those that beheaded the head of Biafrans. I can now say their untrained soldiers cannot stop us, I can proudly say we are warriors and conquerors. I can proudly say we have integrity and dignity, I can now say money and amnesty cannot buy us. I can now say we are “talk and do”. I want to appreciate all of you, both those killing soldiers and those bombing pipelines. Yes we respect the policy of Niger Delta Avengers but it is important to also pour our heart that when a Nigerian soldier dies, justice is done to us.

Woke up this good morning only to find my gran ma and aunt who usually leave for their farms as early as 6:30am – 7:30am not only at home but deeply engrossed in the discussion of the imminent attack by the niger delta militants.
When I inquired why still at home, they were unanimous in their reply : ‘hmmm! So you want us to go to the farm so that we would be bombed by militants eh?’
Not even my honest explanation about the alleged targets and the time(night) of the militants proposed attack could sway them or make them start filing their machetes; rather, they started educating me of how militants warned CHEVRON and SHELL not to carry out repair works on their BOMBED PIPELINES and the consequence is what have led them to halt indefinitely production in those areas now.
I decided to move around the town and found out that the story is the same as people gather in small groups discussing the imminent doom in Nigeria and our Ijaw communities.
The schools were not left out as my cousin was practically forced to stay at home and so were other children. Only a few children were seen reluctantly striding to school.

If I were Nigerian Telecommunication industry and co, i could have switched off everything since yesterday. At least I would borrow a leaf from the predicament of Shell,Chevron,Agip,NNPC and other Indigenous Oil companies and not rely on a Nigeria security that forever fails. I will never risk my equipments and the life of the masses to electromagnetic radiation because its only a sacrifice of three days.

People of Biafra (IPOB) in Spain have condemned the recent killing of Biafra supporters in the South-East of Nigeria.

The group’s comments were contained in a statement released by the Head, Directorate of State, IPOB Spain, Mazi Uchenna Asiegbu, according to Vanguard.
The statement reads:
The massacre, the maiming and forceful displacement of unarmed peaceful people of Biafra on a day we were remembering the atrocious genocide of the same government is utterly unthinkable and absurd.
The account of what took place across the Biafra land that day is condemnable by any conscientious average person. It is expedient and expressly essential for the office of the Directorate of State, Indigenous People of Biafra, to state categorically that the acts so meted out on our kith and kin at home is nothing short of an apparently premeditated, unwarranted and extra-judicial killing of our people, men and women, young and old, even sparing the pregnant of this inhumanity was not the case.
As if the killing was not enough, they went all out to fabricate all manner of allegations and accuse the IPOB of being violent. Their deed certainly cannot be justified, and it leaves many unanswered questions. They harassed and gruesomely murdered innocent citizens without sparing even the most vulnerable like the pregnant women.
All was executed to please the President of Nigeria and other Igbo haters and came out to defend their callous and unprofessional action with their outdated extant  Rule of Engagement, RoE, given self-defence as claimed by the 82 Division Nigeria Army.

   Nigeria’s military is in distress
Once among Africa’s strongest and a mainstay of regional peacekeeping, it has become a flawed force. The initially slow, heavy-handed response to the Islamist Boko Haram insurgency raised serious concerns, and its human rights record underscores a grave disconnect with civilians. President Muhammadu Buhari has taken some steps to reverse the decline and has recorded significant gains against Boko Haram, but ongoing prosecution of former chiefs for graft have further deepened the military’s reputation as poorly governed and corrupt. The government and military chiefs, working with the National Assembly, civil society and international partners, need to do much more: implement comprehensive defence sector reform, including clear identification of security challenges; a new defence and security policy and structure to address them; and drastic improvement in leadership, oversight, administration and accountability across the sector.
The decline began during 33 years of military dictatorship that took a serious toll on professionalism, operational effectiveness and accountability. Return to democratic rule in 1999 raised hopes the institution could be restored, but successive civilian governments’ pledges of much-needed reforms proved largely rhetorical. Presidents, defence ministry and parliament lacked the commitment and expertise to implement significant changes. They left the military badly governed, under-resourced and virtually adrift. Administration and accountability deteriorated throughout the sector. Poor – indeed, lacking – senior leadership has been compounded by equally poor legislative oversight and defence coordination.
Until recently, the military was under-resourced, with comparatively low budgets, disbursed irregularly and unpredictably. From 2000 to 2008, its budget was less than 3 per cent of overall government expenditure. From 2009 to 2014, it increased to an average of 7.2 per cent of government spending ($5-$6 billion); but, as in the past, this was still allocated disproportionately to recurrent expenditures, leaving very little for crucial capital investment.
Corruption is system-wide. Legislators often manipulate the appropriation process at the National Assembly to serve private business interests rather than benefit the armed forces. Dubious procurement practices, fraudulently bloated payrolls, poor financial management and weak auditing systems at the national security adviser’s office, the defence ministry and armed services headquarters often mean funds are diverted to private or non-military purposes; arms, ammunition and other equipment are sometimes substandard and not always delivered. Inadequate funding, corrupt procurement and poor maintenance result in serious equipment and logistics deficits.
For a country of over 170 million people, facing several security challenges – from an Islamist insurgency in the north east to a resource-based conflict in the Niger Delta – a military numbering less than 120,000 personnel (all services) is clearly inadequate. Under-staffing reflects poor planning and a dubious recruitment system, but also is further aggravated by over-stretch induced by deployments in over two dozen internal security operations. Training institutions are short of facilities and instructors, lack training modules, and because they are largely focused on conventional operations, somewhat outdated. Personnel are under-motivated due to low pay, poor welfare services and bleak post-service prospects.
The military’s poor human rights record has had a debilitating impact on effectiveness. Serious abuse of civilian communities, from the Ogoni (in the mid-1990s) to Odi (1999) and Zaki Biam (2001), and more recent extrajudicial killings, mostly in the context of countering militant and separatist groups from Boko Haram and the Islamic Movement of Nigeria (IMN) to the Indigenous People of Biafra (IPOB), have alienated citizens, whose cooperation is crucial for successful internal security operations.
The cumulative effect is a military deeply challenged in its primary function of defending the country and its citizens. It has been able to reverse Boko Haram’s advance since early 2015 only with help from the forces of Nigeria’s poorer neighbours and support from foreign technicians and mercenaries.
Since assuming office in May 2015, President Buhari has appointed new and more competent service chiefs, relocated the military command centre dedicated to the fight against Boko Haram to the north east and probed past weapons procurement. These actions have had salutary effects, but the benefits will be short-lived unless they are followed by formulation and implementation of a comprehensive reform program that encompasses the entire defence management spectrum, including leadership, oversight and administration. Failure to implement such reforms would leave the military distressed and Nigerians vulnerable to the current and future security challenges.
RECOMMENDATIONS
To reform the military
To President Muhammadu Buhari and the Nigerian government:
1. Commit to formulate and implement comprehensive defence sector reform which would include:
a) initiating public and expert dialogues to analyse and agree on the security and defence challenges and lead to initiation of a comprehensive defence sector reform program that clearly identifies those challenges;
b) developing a new defence and security policy and structure to address them; and
c) improving leadership, oversight, administration and accountability across the entire defence sector.
2. Establish an armed forces capacity monitoring and evaluation unit under the president’s direct supervision.
3. Improve funding of the military by: 
a) ensuring that at least 80 per cent of all money from participation in peacekeeping operations is invested in the armed forces;
b) channelling to the defence budget all funds previously paid to former Niger Delta militant leaders for so-called pipeline security arrangements.
4. Improve local production of basic military items, particularly by creating an investor-friendly environment and encouraging private sector investment in defence-related industries, while winding down the Defence Industries Corporation of Nigeria (DICON), which has proven to be a white elephant.
5. Curb corruption and improve accountability by probing all former major defence contracts, sanctioning indicted officials and giving the Economic and Financial Crimes Commission (EFCC) a stronger mandate to investigate corruption in the defence sector.
6. Strengthen, through a stronger mandate and better resourcing, the capacity of the National Human Rights Commission (NHRC) to investigate and report violations by military units and personnel.
To the National Assembly:
7. Carry out appropriation and oversight responsibilities more effectively by:
a) improving the expertise of members and committee staff on security matters, through better training and exchanges with similar committees in the parliaments of more developed democracies;
b) scrutinising military leadership nominees more thoroughly to ensure that only competent officers are appointed to head the defence ministry and the services;
c) organising public and expert hearings on formulation of a comprehensive military reform program, including a new, more relevant national defence policy; and
d) conducting oversight visits to military establishments more diligently to add value to the defence establishment as a whole and administration of the armed forces in particular.
To the defence ministry:
8. Improve administrative capacity, including by organising more training for civilian staff in such areas as procurement management, project monitoring and evaluation and operation of payroll systems, as well as accounting and auditing.
To the defence headquarters and the services:
9. Improve training in military institutions by ensuring adequate instructors, more relevant modules and more modern equipment.
10. Improve equipment and logistics by conducting more frequent and intensive equipment audits, ensuring better maintenance of existing assets and encouraging private companies to respond to basic procurement needs.
To Nigeria’s military and development partners:
11. Persuade the federal government on the need for deep, comprehensive and sustained military reform, including by providing relevant assistance, the flow of which is dependent on genuine steps and benchmarked progress.
12. Support the Economic and Financial Crimes Commission (EFCC) and the National Human Rights Commission (NHRC) by offering training, equipment and other aid that boosts their capacity to monitor, investigate and prosecute corruption and human rights abuse in the defence sector more effectively.

Monitored information reaching our news desk reveals that Muhammadu Buhari, who left Abuja for London for "ear treatment and other health conditions" was not actually seriously sick, but it was a pretence visit London for a secret arms deal with Britain and other foreign countries whose monetary interests override that of human lives.

Buhari, according to our sources, had written to the Senate President endorsing his Vice  Osibanjo as Acting President throughout his Ten days stay in London. His "medical visit" to London was strongly questioned and taunted by various British Media such as CNN, UK GUARDIAN, among others who saw nothing good and important in the pretended medical visit by the "ailing" President.

It is on record that Buhari, shortly before he came to power, vowed to crush the Biafrans if they ever agitate for freedom again. Following his clearly manipulated "victory" through the planted, dubious INEC officials that surrounded his predecessor, he made his way into the presidential seat not to build, reconstruct, dialogue, or promote neither the growth of already swamped Nigeria's economy, nor peace and harmony of the ever disagreeing and conflicting ethnicities lumped together as one by the British Colonists.
From the very day Buhari came for inauguration, the press quoted his wife saying to  GoodLuck Jonathan and wife, " ...don't be afraid to go to jail." This single statement clearly indicated that Buhari was coming for vindictive war! Upon his assumption of office, he poignantly pounced upon his perceived enemies using force on them. The political enemies who probably opposed him being elected, including past decades issues, were carefully sorted and targeted. 

He came against Biafrans not just in one way. First, he targeted Biafrans having lucrative businesses and shut them out, or banned the goods they deal on from being imported. He went on to use other methods to relieve licenses from Biafra importers such as Ibeto and others. Having done with that, he now applied military force on the Biafrans, echoing and threatening fire and brimstone! Today he is in London under the disguise of receiving treatment. Of course he is being treated in London of whatever he may be suffering from. But let him realise that today is not yesterday! This year is not 1960-70 and would never be! All the past years have gone with their own levels and methods of doing things. If in his widest imagination he thinks his best approach to the sensitive issues on ground is his uneducated and imbecilic moves to crush people who are requesting for freedom, then he must be truly sick!
Let the responsible hospitals in London conduct proper diagnosis on him and prescribe adequate medication that would cure him of acute military madness, bigotry, religious fanaticism, ethnic hatred, pretence, and subterfuges that have been worrying him for years.

                     Reclaim Bakassi Penisulla From Cameroon
Reclaim Bakassi from Cameroon or we will resort to violence – Militant group warns FG Militant group known as Bakassi Strike Force has called on the Federal Government to reclaim the ceded Bakassi Peninsular from Cameroon or it would be forced to take up arms.

The group in a boat-display, brandishing all kinds of weapons on Friday at Esighi axis of Bakassi, in Akpabuyo Local Government Area of Cross River State lamented the neglect of Bakassi people by the Federal Government and other local and international stakeholders. Speaking during the display, leader of the group, General Simple also known as Humble Lion said the people of Cross River and Akwa Ibom states have been sidelined by the Federal Government in the amnesty programme.
According to Simple, “The Bakassi Strike Force is an indigenous group made up of youths from Akwa Ibom and Cross River states, totalling 642 foot soldiers. “You will agree with me that Akwa Ibom and Cross River states are part of the Niger Delta region, yet we have been completely sidelined from the amnesty scheme and other empowerment programmes for the youth of the area. “Yet it will interest you to note that it is in Obubra, Cross River State that the team of Niger Delta militants was hosted, when states such as Bayelsa, Delta, Rivers, Edo and Ondo refused to host the rehabilitation camp for the militants.
The group accused the Federal Government of ceding the oil rich Bakassi to Cameroon, stressing that the indigenes and habitants were not consulted before the area was ceded. “To make matters worse, after taking over our land, the Cameroonian forces began to harass and molest our people. They even levied us with heavy taxes which became entirely unbearable. “Therefore, when it became obvious after several petitions that the federal and state governments were not ready to protect us and even the United Nations, we invited our Ijaw brothers who were already in the arms struggle to resist the Cameroonian operatives.

– Joint Niger Delta Liberation Force has announced ceasefire – The group demanded the release of Nnamdi Kanu, Sambo Dasuki, others – The militants said they are for further dialogue if their demands are met
The new militant group Joint Niger Delta Liberation Force (JNDLF), which claimed affiliation with Niger Delta Avengers, has announced ceasefire, TheCable reports. The militants had earlier vowed to launch six missiles in the region and to also lock down Nigeria’s airspace, but it said it resolved to do otherwise after the federal government proposed talks. Meanwhile, the group said government would have to follow its demand if it wants the peace to be continued.

JNDLF listed demands that comprised the immediate release of former national security adviser Sambo Dasuki, setback of the order to freeze the bank accounts of the former militant leader Tompolo, formation of Matitime University in Okerenkoko, Delta stateand others. The group said in a statement: “We shall continue to engage in dialogue if our demands are met. Our representatives for the dialogue, especially the governors and others will not betray our demands with the federal government. Any betrayal on their own part shall be viewed as betrayal of the entire region and we shall go after them immediately as they know our mode of operation in which they will not escape from us. “There is no gainsaying that we made our earlier promise to launch six missiles simultaneously against some targeted areas. But this was waved aside as a result of appeals made to us through email by the federal government and some international nations to open talks with Buhari. “We saw some genuine aspiration on the part of Buhari, who made several contacts to us to see reason with them over the issue of under-development of the region. 
And since he (Buhari) had set the ball rolling for a clear negotiation with us, there is no problem without solution. We have therefore declared ceasefire in order to negotiate with the government if it is a true reflection of what they have in mind to develop the Niger Delta region.” The demands of the militants also comprise: – Implementation of the report of the 2014 national conference – Removal of Paul Boroh, coordinator of the presidential amnesty programme and should be replaced with Dr. Felix Tuodolo who has been in the struggle of non-violence since 1980 and he was the designer of the amnesty programme – Ready to negotiate with the federal government for the sake of monetary benefit to us but how genuinely the government will develop the region is at the centre of our discussion and anything less than that we will continue our struggle without further warning to the federal government – Immediate release of IPOB leader and Biafra Radio Director, Nnamdi Kanu.


Ibe Kachikwu, Nigerian minister for petroleum, has said recently that that President Muhammadu Buhari had nominated a team of negotiators, led by the national security advisor, to commence talks with shareholders in the Niger Delta. There had been rumours that President Buhari visited United Kingdom for secret meeting on Niger Delta crisis. However, the government of the United Kingdom said it wasn’t aware of any meetings of the Nigerian president.

In the growing wave of militancy in the Niger Delta, another militant group has emerged, calling for violent secession of the Niger Delta people from Nigeria.

The group known as Known as Isoko Liberation Movement said it cannot guarantee the safety of any Niger Deltan in the northern or western regions, once they begin their attacks.
In its email with the title, ‘Peaceful Disintegration or War’, the group said it is in solidarity with the Egbesu Fraternity militants, the Niger Delta Avengers and other militants of the Niger Delta. Although it expressed solidarity with the Indigenous People of Biafra (IPOB), it warned them against reliance on a peaceful route to freedom, since it claimed that will not bring liberation.
The statement was signed by Commander Paul Iziakpono, the group’s spokesman.
The statement read: “We members of Isoko Liberation Movement, after much consultations with our fellow brothers in the struggle for the peaceful disintegration of this fraud called Nigeria, wish to issue the following statement:
“We identify with the Niger Delta Advengers, the Red Egbesu Water Lions and all fellow agitators in the struggle for the actualization of Niger Delta Republic.
“We commend and cupport our fellow brothers (IPOB) and their peace struggle to the actualization of the Baifra Republic. But we wish to let them know that peace and lengthy litigations will not yield any result in this corrupt and wicked Islamic Government.
“We advise all Niger Deltans still living in the northern and western part of the country to return home within seven days as their safety cannot be guaranteed after then.

 The high command of the Niger Delta Avengers (NDA) is using this medium to restate that there are no new items to put on the table for dialogue, we only want a genuine attitude and conducive atmosphere that will make us commit to any proposed dialogue and last peace talk. We want the federal government to commit members states of the multinational Oil Corporations to commit independent mediators to this proposed dialogue; we believed that it is only such environment that will engender genuine dialogue that will be aimed at setting up a framework for achieving the short, medium and long term demands of the Niger delta to de-escalating this conflict and bring about a lasting peace.

 The NDA high command is restating our commitment to attack the interest of oil corporation and international refineries operators that bring in vessels to the Niger delta territory to buy our oil that every successive government have refused to used and reapply the proceeds towards any development in the region since 1958. If they refuse be heed to our advice will result to sinking of two their mother vessel as an examples to others They should not undertake any repair of pipeline, oil and gas facilities that is damaged or attacked by our forces during this period of “Operation Red Economy” until and/or after the dialogue.

We are using medium to warn and condemn the activities of all brands of social media agitators being peddled around by some politicians to promote their criminal ways in affairs of the Niger Delta. This genuine spirit behind our struggle for the Niger Delta cannot be derailed on the basis of connivance by politician, traditional rulers, settled ex- agitators and criminals moving around to fill their pockets. The issues of the Niger delta are as old and as new as the days of Pa. Dappa Biriye, Major Jasper Isaac Adaka Boro, to Ken Saro Wiwa and the government of President Musa Yar’ Adua.

We are warning this government of President Mohammadu Buhari, not to turn the essence of genuine peace talk and dialogue to political jamboree that is prevailing now where all manner of social media agitators and criminals have being sponsored by the job seeking corrupt political class to safe faces before the government of the day. Finally, if need be we may review our earlier stance of not taking lives. This is to inform the general public, interested parties and oil & gas stakeholders that on Thursday the 16th day of June 2016, in the Ecowas Community Court of Justice, Suit No: ECW/CCJ/APP/20/15, holden at Abuja, of the commencement of hearings after pleadings have been concluded by learned counsels on both sides of the Plaintiffs and Defendant since the suit was instituted just over a year ago. This landmark case is between the Plaintiffs, Mr. Nosa Ehanire-Osaghae, Mr. Jonah Gbemre, Mr. Aiko Obobaifo and Mr. Daniel Ikponmwosa, suing on behalf of the Niger Delta People and the Defendant, the Federal Republic of Nigeria. Our expectation is for the Defendant to take plea for the court to hear witnesses on both the Plaintiffs and Defendants sides. That we are set to go on with the matter until the determination of the case.
That the Ecowas Court is a noteworthy International Court for the common man of West Africa, and that at the end of this landmark case, the Honorable Court will grant the orders we sought in prayers. Namely:
1. That the Federal Republic of Nigeria has violated the fundamental human rights of Niger Deltans by depriving them of their God given oil blocks vis-à-vis natural resources which they allocated to foreign oil companies and non-indigenes from other parts of the country at their own expense and impoverishment.
2. That the Federal Republic of Nigeria has violated the fundamental human rights of Niger Deltans to life and a healthy environment by the hazardous flaring of gas in their host communities unabated for the last 30 years, which has resulted in many health casualties, fatalities and untimely deaths without adequate reliefs and compensations.
3. That the Federal Republic of Nigeria should put a stop to all acquiring, renewal, award, allocation, transfer, prospecting, buying and selling of oil blocks and their assets until the hearing and determination of substantive matter.
4. That the Federal Republic of Nigeria should re-allocate the ownership of all onshore and offshore oil blocs in the Niger Delta region back to the indigenous oil communities forthwith in accordance with its United Nations and African Union treaty obligations and statutory international law.
5. That the Federal Republic of Nigeria should immediately pay remedial environmental damages to the United Nations Environmental Program (UNEP) in order for them to speedily facilitate the total remediation of the oil polluted farming lands and fishing waters in Niger Delta region to the tune of $30 billion. For the excess of 9 million barrels of spilt crude oil in the Niger Delta region and for the hazardous gas flaring over the last fifty years of oil exploration and exploitation in the Niger Delta.
6. That the Federal Republic of Nigeria, should not impede and mitigate but rather assist and facilitate an enabling environment for the people of Niger Delta to conduct a peaceful and democratic Referendum to exercise their inalienable Right to Self Determination as enshrined in the United Nations and African Union treaties which it ratified and is signatory bound in accordance with the statutes of international law.
ANY OTHER ORDER OR FURTHER ORDERS that this Honourable Court may deem fit to make in the circumstances of this case.

The Niger Delta Avengers, yesterday, said it does not care if the Federal Government hires mercenaries from Saudi Arabia or anywhere to fight them. Reacting to online reports that the federal government had concluded agreement with Saudi authorities to deploy Saudi Blackwater mercenaries to the Niger Delta region to tackle militants that had been bombing oil facilities, spokesperson of the group, self-styled Brig Gen Mudoch Agbinibo, told Saturday Vanguard that NDA was not perturbed. A staff in The Royal Embassy of The Kingdom of Saudi Arabia in Nigeria supposedly confirmed the $280 million deal, as part of the agreement in the Saudi-led Islamic coalition against terrorism to Vaxity. Anwar Eshki, a retired Major General, in the Saudi armed forces is reportedly the head of Blackwater, which undertakes such assignments for the Saudi Arabian government.
Niger Delta Avengers in its reaction, said: “The Niger Delta Avengers do not care if the federal government hires or concludes plans to bring in Bluewater, Graywater, Pinkwater, Whitewater or Blackwater mercenaries from Saudi Arabia. It is none of our business, the Saudi Arabia, has its own problem of terrorism, so coming here to help Nigerian government is funny. The Niger Delta region will win this war,” the group added.
The Ijaw People Development Initiative, IPDI, also responding to the alleged move by government to hire Saudi mercenaries, said: “We want to reiterate that bombing Niger Delta communities or wasting $258million to hire fighters to fight the Niger Delta Avengers will not stop Niger Delta quest for self-determination. Rather, it will aggravate and teach aggrieved youths better warfare and how to go about acquiring modern equipment to fight back tomorrow.”
The group in a joint statement by the national president and spokesperson, Austin Ozobo and Daniel Ezekiel, said: “We wonder why the government is so bent on wasting such huge amount of money to hire fighters from Saudi Arabia to fight a region that has fed the country for the past 58 years. We are also surprised at the president’s decision to hire his Muslim allies to fight Niger Delta people.” It asked: “Why not Nigeria soldiers? What happened to the 100 gunboats, 5 warships and 3 fighter jets earlier deployed to the creeks to fight Niger Delta Avengers, which turned into a venture of intimidating innocent people and invading communities?

AGAIN, TERRIBLE NIGER DELTA MILITANTS BLOW UP GAS PIPELINE.... THROWS COUNTRY INTO DARKNESS.
Suspected militants have set ablaze a gas pipeline located at Ogijo/Simawa axis of Sagamu Local Government in Ogun State.
The Nigeria Security and Civil Defence Corps, Ogun State Command, said on Thursday that the attack occurred at about 2.00am on Wednesday.
The spokesperson for the command, Kareem Olanrewaju, said the affected pipeline is a major gas pipeline connecting Egbin power plant through Oke-Iga/PZ Estate Phase E, in Ogijo town.
He said while the cause of the explosion had not been categorically established, preliminary investigations showed that it happened due to vandalism or sabotage by militants.
He said the culprits might have used an electrical cable to trigger the explosion.
“Though, in spite of all these findings, the Corps is still trying to dig deeper, to see whether another dimension or reasons could still be discovered. So far, there is no casualty resulting from the gas pipeline explosion,” he said.
Mr. Olanrewanju said the Ogun State commandant of the corps, Aboluwoye Akinwande, had directed more surveillance in the area.
In a separate development, Mr. Olanrewaju said the corps’ anti-vandal team early Thursday clashed with vandals around Shimawa in Sagamu local government area of Ogun State.
He said the incident happened as the personnel were returning from patrol, and were about to hand over to their colleagues on morning shift.
“The gun men numbering about ten all with Ak47 rifles and explosives hung on their neck emerged on a Canoe through Shimawa River close to pipeline. They opened fire on them while our men engaged them in shootout. It took the intervention of morning duty men who moved to the scene to rescue them when they heard sporadic shooting from the scene,” he said.

Babachir Lawal, the secretary to the government of the federation, on Wednesday said the federal government of Nigeria, is finding it difficult to fund the 2016 budget.

While appearing before the joint senate committees on ethics, appropriation and finance, Lawal explained that there is a fall in oil production 800,000bpd – compared to the budgeted 2.3mbpd.

He said it was for this reason, he earlier said the federal government will not be funding constituency projects of the lawmakers, except for key projects designed by the executive which will have meaningful impact on Nigerians.

Lawal also blamed the drop in revenue on the activities of Niger Delta Avengers militants.

“The statement is correct. That is my statement, we cannot guarantee the implementation of constituency projects in the 2016 budget,” he said.

“Lawmakers are aware that oil barrels had dwindled to about 600,000 per day. 

This has led to the inability of government to finance the budget. It is the duty of government to prepare the minds of Nigerians ahead that there will be challenges in implementing the budget.

“As a government, constituency projects are championed by members of the National Assembly. Like the legislature, members of the executive are politicians who canvassed for votes.

“Government based its principle on zero budgeting this year. Funds will be released to finance key projects in line with the implementation plans of the government.”

The High Command of the Niger Delta Avengers condemns the entire security reports linking our forces to the killing of military troops in Nembe Bayelsa state. NDA still wonders when this charade and acts of desperation of the Nigeria military by always linking crimes in the southern part of Nigeria to our fighters will stop. It is a shame that Operations Delta Safe is still employing the old habits of deliberately dinning and wining with unaudited intelligence from political thugs, political paymasters and enemies of the Niger Delta to perpetuate their continuous funding and relevance by catching in on the hunger in the land. One question for the commander of Operation Delta Safe! Who are the people perpetuating the ongoing illegal oil bunkerings in the Niger Delta at the moment? Because we have both video and pictorial evidences of your troops serious involvement in the pervasive crude oil thefts. We have records of how much profit you collect and make per day from these atrocities in the Niger Delta. 

To set the records straight, we cannot come after your Dane guns and ammunitions. Since the start of " Operation Red Economy" our forces did not fire one shot until we have achieved this great success of crippling crude oil productions in the Niger Delta to about 800,000 barrels per day. Those gangs members paraded as killers of troops of ODS are well known followers of Mr Africa Ukparasai and Mr Timipre Silva, that were purposefully armed by the APC during the governorship elections of Bayelsa state... If your forces and formations comes under attack by notorious elements of your own political collaborators and calculations you should accept it as a friendly fire ( from your own dubious creations getting loosed and fighting back to protect their territories and bellies) and enjoy it whilst it last! excuse the NDA from your " Pig and Mud squabbles"
